Are Central Banks About to Start Dumping the USD?

This investor note by Citi's Steven Englander is right on the money. QE2 is likely to serve as a reminder to central bank reserve managers that they still have way too many USDs, and that they need to diversify away. The historical record suggests that under these circumstances they are very likely to be USD sellers in coming weeks.
